Long term relationships and building capacity: West Virginia

CSI Solutions enjoys a long-standing relationship with the State of West Virginia that dates back to the company’s founding. As the health care environment in the state as well as the nation has evolved, CSI has been called upon to meet a broad spectrum of needs and fill a variety of roles. A number are highlighted below.

  • Medicaid Transformation Grants: CSI assisted with drafting grant proposals and then provided project management and staff support for two of the state’s CMS grants focusing on Healthier Medicaid Members through Health Systems Improvement and Healthier Medicaid Members through Personal Responsibility. Project responsibilities included management of work groups and the design and implementation of pilot projects testing various concepts of the medical home.
  • West Virginia Health Improvement Institute: CSI provided strategic leadership in founding the Institute as a forum for payers, providers, and other stakeholders in West Virginia to come together and collaborate on initiatives to improve the health of West Virginians. Originally driven by the Transformation Grants, the Institute was converted to a sustainable freestanding model that obtained status as a 501c(3) non-profit corporation. CSI provided outsourced management and staff for the Institute as capacity was developed within the state; management was subsequently turned over to employed staff within WV.
  • West Virginia State HIT Plan: CSI worked with stakeholders throughout the state to draft the state’s first health information technology plan.
  • Behavioral Health Integration Plan: CSI worked with stakeholders in the behavioral health and primary care communities to develop a statewide plan for the integration of behavioral health and primary care in order to meet the needs of the people of West Virginia in light of limited health professional resources.
  • Collaborative to Reduce Elective Pre-term Deliveries: CSI managed an initiative sponsored by the WV Health Care Authority to reduce the high number of elective pre-term deliveries in the state. This eight month collaborative learning experience included fourteen hospitals, representing 70% of the state’s deliveries. As a result of the collaborative effort, the participating hospitals demonstrated a dramatic reduction of 50% in the rate of deliveries at less than 39 weeks gestation where no medical indication was present.
  • West Virginia Regional Health Information Technology Extension Center (WVRHITEC): CSI collaborated on the drafting of a grant application that resulted in a four year cooperative agreement to the Institute to serve as the state’s Regional HIT Extension Center. CSI managed the WVRHITEC on contract for its initial two years while it led the nation in meeting goals set by the Office of the National Coordinator for assisting more than 1000 primary care providers with adoption of electronic health records. As capacity was developed with the state, CSI transitioned its management role. This program has brought nearly $7 million of federal funds into the state.
  • Money Follows the Person Rebalancing Initiative: CSI assisted the state Medicaid agency in drafting the Operational Protocol for an application to CMS for funding this program intended to facilitate member transitions from long term care facilities to home and community based services. This program will bring more than $25 million in additional federal funds into the state over five years.
  • Tri-state Children’s Health Quality Consortium: Working with the states of Alaska and Oregon, CSI assisted the WV CHIP program to write a grant aimed at testing CMS’ proposed measures of children’s health quality and the impacts of technology and a medical home model of care. After successful awarding of this $2.4 million grant, CSI served as its project manager until a manager could be hired within WV. CSI continues oversight of this five-year project, provides Learning Collaborative and subject matter support, and also provides its technology solution for capture and reporting of the required measures.
  • Medicaid Section 2703 Health Homes initiative: CSI has provided strategic consultation and project support for program design and development of a State Plan Amendment to implement health homes for Medicaid members with bipolar disorder.
